IMHO the parents are fully responsible.
Probably parent's who don't spend much time with their kids and thus uses the magical picture box to look after them.
The boy should get a bucket of coal, kick up the butt and some therapy for Christmas and be thankfull he gets even that.
And the Cat should go to a better home.
