Because games like this don't (or simple can't) meet people's expectations. If a game today doesn't look like CoD, Assassins Creed or GTA it doesn't worth their money. Why do you think (with some very few exceptions) indie games haven't taken off? Because the mainstream gaming media doesn't care about this type of games. But let's ignore graphics for a second, because it goes beyond that, like for example, hiring famous people to do voice acting, marketing a game like it is a blockbuster movie and that kind of stuff do impact on how a game preforms. I can bet anything that after playing GTA V a lot of people won't even dare to touch an inferior (but still good) sandbox game simple because "GTA is much better".
But more to the point at hand, companies like EA, Activision, etc don't embrace indie games (I'm not including mobile games here of course) or this type of technologies because they don't generate as much money as FIFA or Call of Duty, that's basically what it comes down to, and that won't change anytime soon; not until indie games become mainstream, which I don't see happening.
