prior to activision's acquisition i highly doubt they did. really, there nothing that means that all 700 people working on Destiny are "bungie". I wouldn't doubt there are contractors and other studio colloborations feeding into that number. still, it's shouldn't take that many people to make a game. imo, if it takes that much effort your doing it wrong.
