If you go by best as " important for the industy as a whole" or by the number of sheer quality games, you can´t go with any other developer than Nintendo EAD (it is pretty unfair to count a 7 Studio Team that existed for almost 30 years as a single developer though)
Naughty Dog pales in comparison. They aren´t even close.
