It is new technology that allows the data to be stored at denser levels, etc..  Also newer technology allows for specification changes just as doubling the data rate, etc...  The differences between Bluetooth 1.0 and 2.0 are not minor. 

By your logic of "new technology", you are saying the PS3 isn't "new technology" either, because it's all just the same game console technology? just aren't measuring the triangles per second at the same rate anymore, etc...  Blue ray is just a minor revision to dvd aferall.
