Bhutto was actually already prime minister, twice, of Pakistan back in 88 and 93. In fact, there is a surprising amount of women that do have some sort of power in islamic country.
Western countries are not nearly as progressive in terms of women leaders as you think. Germany only within the last couple years had a woman leader, France's first chance failed last year, and Clinton is the only serious women contender in US ever. Britain only had Thatcher and none since.
Meanwhile the so called less developed non enlightened countries have elected women leaders for decades.
