It's usually a Male American thing. You know, independence and macho hierarchy and stuff.
Having to ask for a permission to see their profiles (a friend request) places you down in the status hierarchy next to them. You are the needy part and they hold the knowledge you are after. It's almost sadomasochistical in nature. On the other hand, it can be perceived as offensive to some because it's an impediment when you want to have interdependence and mutual understanding.
