I am really tired so I may be reading this wrong, but I don't understand those two lines.

Microsoft no longer requires developers release Xbox version the same time as other versions.

Microsoft asks developers to release Xbox version the same time as other versions.

Is the difference because the word "requires" has changed to "asks"?  So they mandated it before; and now they just suggest it?
