Have you ever read anything that's timed exclusive to have exclusive content?  So what's there for Microsoft to work with on a case by case basis?  It's resolution, and what they're saying when they say they'll work with them on a case by case bassis is that if the game has already been released on another console, then they'll suck it up and take the lower resolution if the Xbox One underperforms.
