Because the Vita is better hardware then the 3DS. Same with the PS3 versus the wii and PS4 versus the Wii U.
What PSVita games would be better on the 3DS hardware? I could probably a name a few, but I could name a lot more 3DS titles that would be superior experiences if they were made for the PSVita.
