Are you sure the number you aren't looking for is 11,000?

11,000 to 12,000 years ago is when the first villiages really started to show up.

Homosapiens having been around WAY longer then that, though actual settlements and permanent buildings didn't show up until around the Neolithic revolution.

There are lots & lots of already discovered underwater cities throughout the world.

 

Atlantis is just the City of Troy, but that's 10,000 years or so.

 

Plus I remember hearing about tools found in Africa (I believe South Africa) and they said it dates back 111,000 years. I believe these were stone cutting tools, they said.

Well first off....

Troy isn't underwater.

Nor is it 10,000 years old.

 

Secondly, actual tools, have existed for over 2 million years.

Cities, no more then 12,000.

 

Under Water cities exist, but they're only within that time period.

 

What the hell were you watching Ancient Aliens or one of those other conspiracy theory history shows?
