When an article reports that voice commands only work x% of the time, it generally points to one of the issues I mentioned.
The one I didn't mention, where nothing Kinect-wise works, is if the Kinect is DOA. There have been some issues of this, but once again nothing works. Not just voice commands.
The console reboot seems to be the biggest fix of the widest variety of problems people are having. Most likely this'll get fixed in an update, but right now a hard reset clears it up.
