Well. I don't know if that's true or not.
However if you look on the Steam survey roughly 5.4 million PC's are significantly faster than the Playstation 4. (Hint: That's currently more than all the PS4's and Xbox One's sold combined thus far.)
Majority however are substantually weaker.
Another massive portion aren't reported correctly to Steam.
For example Steam will only count single GPU's in the GPU chart... So someone with 4 year old Dual-Radeon 5870's are faster than the Playstation 4, but it's not seen that way on the statistics.
Someone with 5 year old Quad Radeon 4870's is faster than the Playstation 4 and it will only count as a single GPU. (Granted also lacks Direct X 11 compatible effects.)
The statistics also don't account for Optimus or Enduro powered systems as the GPU is turned off unless a 3D call is made, so the amount of Intel IGP's that are listed in the statistics is higher than it is in reality.
Then to compound the fact that, most multi-platforms are badly ported and could run on a toaster doesn't help things either, most 6+ year old Core 2 Quads combined with a $30 GPU can run the majority of games today just fine at 720P. (I.E. Console Equivalent.)
In time, one should expect the amount of systems that eclipses the PS4 should rapidly increase once games start to demand more, in-fact that trend is already occuring.
