It would be fair to say that from a feature set perspective.

As for framerates and resolution, consoles now are only starting to get games at full 1080P and 60fps. (Though, even that's not guarenteed even on the Playstation 4).
Whilst the PC is already moving to 4k and 120/144fps.
I'm personally running at higher than 4k resolutions, have been for a few years now, so I was already beating next generation while there were only rumours floating around.

I'd go with >30fps @ 1080p, allowing upscaling though how much I'm not so sure. 

Well PC's aren't quite running 4k @ 120fps if you remove the top teir elite graphics cards. If you work with something like the R9 280 & GTX 770, those guys can easily handle 60fps @ 1080p with most games other than crysis 3 and thats an optimisation issue by the looks of things. 

But are you running at higher than 4k on ultra with new engines e.g. fb3 and do you have an average pc setup or a lolbox of power?
