No, Shadowfall does dip down to 30 fps in analysis videos. Even in scenes with little happening. Anyhow, if I had to choose between 1080p and 60fps, I would take 60 fps.

Well, thank God that you don't have to choose between 30 fps and 16 fps and 1080p is nowhere to be seen. There are people in that situation I know personally.
