You're right, memory bandwidth is not the Xbox One's main issue. I've read Xbox One breakdown analyses from various tech sites, and most agree that the ESRAM+DDR3 setup of the Xbox One isn't going to hold most games back, it's simply the fact that the GPU is a good bit weaker. That being said, the Xbox One has a slightly more powerful CPU, meaning that the Xbox One could potentially close the gap on CPU bound games.

Sony hasn't given an official clockrate. MS assumed that they had an advantage, 1.75 vs 1.6. Though there was that one report that it was actually 1.8 vs 1.75.
So I think Sony might have the advantage.
Otherwise I was under the impression that the CPU was basically identical aside from the clock rate.
