That is an exaggeration imo. People hated the game design as a whole , the narrow paths and some serious weakness in the story; over dramatic characters, no clear motivation for the characters to go on, no main enemy, the game also didn't elaborate on the great mythology that the world was woven around, also useless summons . etc.
Don't get me wrong, I did like XIII. Most people didn't, and that was not because of the battle system. When people hate something they use every chance to bash it.
