This is the first time I hear something like this as well. Usually it's been that the PS4 version was running in a matter of weeks, while the XO crew had to be bigger and work 3-4 times longer to get similar results.

 

CD-Projekt have been anti-DRM and still are.

The biggest blow to them though wasn't this MS policy, but when they've learned that XO won't launch in Poland. They felt really awkward after the E3 event, promoting a console from a company that consideres their country as a tier 5-6 country, not even knowing if it's going to release here before their game is out.
