Speaking of their old titles.  Yakuza is Japanese influenced, right?  If they want to capture the western audience with this kind of gameplay, release a game that's well known in the US with Yakuza like gameplay but with heavy western influence.  If the gameplay happens to be fairly similar, they could add a trailer for the next Yakuza and when it's released, getting people who like the Streets of Rage game interested in buying the Yakuza game and vice versa.  Hell.  Streets of Rage could even be Sega's sleeping Dogs.  Create a deep combat system, make a GTA like game that's heavily influenced on melee and less on guns. 

Another example.  Golden Axe.  Instead of a crappy game like Golden Axe Beast Rider, Sega could have made atleast a decent Diablo clone and marketed it as such.
