By canon I mean "what is in the writer's heads as a relevant consideration when making the script". An out-of-universe canon, not in-universe as most people argue from.

I agree a time travel based series can continually retcon, but not so often as to cheapen personal investment in watching. For example if it's made clear no death is permanent; no danger is dangerous and so on then why watch at all? Doctor Who works best with emotions, and that requires the real possibility of loss.

well the 12 regenerations limit is canon, the point of with in point of reference of background on the series, when the scripts are submitted, there is parts that do infact get taken out if they break to much story line that they have set aside for the arc, the story arc's are for the entire year. there is flexability, but for instance bad wolf. was tied for the year it was Rose's story that related to Bad Wolf. there was parts of the story you could break because like you and i said its Time travel, but also more than one dimension's even in the old parts of 4th Dr. there was areas like adric's death that was going to be there. if your a companion of the Dr. you know somthing big will happen in your life, that was the point of the companion being there. the Dr. meddling in the story of the companion is to show you what happens to that character. but since again its Time travel anything can happen. there is guide lines to the writer's ability on what he can and cannot write for a Dr. who story, there is flexability but for instance:

i have the rpg book and he goes indepth to , yes some of the things you stated are correct, but there is some thing's that writers are not allowed to break, and if so the submission may be denied. that includes scripts, since this has gone for so long that is not going to change unless they do decide to pack it in.

yes there is perma deaths, its many times when for example there is more than 1 Dr. like day of the Dr. for instance, its a part of the Dr. from a part of time, not current but past tense. or future tense. So for instance the 10th Dr. is dead, he did infact absorb to much energy from the eye of harmony and the energy of the time vortex out of rose so rose could live. but during that point in time or before it, you can see there was many adventures along the way for the 10th Dr.  after that point the 10 Dr.' died, they can go back, to have him show up again but its always from his past perspective of the current regeneration or future. the fact the Dr. meet's himeself so many times is really never meant to happen, but it would be a boring series if it was not like that in the first place. Like the Time scoop was a device the time lords can use or a "Time Pusher" that can move things throughout time. in the 5 Dr. it was used to grab the 5 ver's of the Dr. out of time and place all 5 on Gallifrey. the Rani used such one to grab the 6th out of time.

When Matt Regenerates that is his death, it is perma Death. for that incarnation, a Time lord cannot regenerate more than 12 time's is the basis has been a lynchpin of the show, but there is ways around it. sorta like James Bond, many agents can call themselves james bond, and has happened to confuse the villians of james bond. for all we know this is the 3rd time lord agent to call himself the Dr. and each time lord has 12 regenerations.

each regeneration of the Dr. can live to be 900 years old, the mentor of the Dr. was able to live for 7000 years on a single regeneration! thats why there is so many story's stretched out. but when the Dr. Regenerates that is that person being replaced as the Dr. so when Matt Goes there is only one incarnation left. than the series starts at a new point. its not that the characters who die are back every week..lol most of the time its only a special event, than they are on their way. maybe star in their own series.

Much like other TV series, there can be things that branch off. but dream seq. happen all the time..lol
