So MS easily could have had more power than PS4, the same size APU, AND a much cheaper DDR3. Great engineering.

And if they enabled them, they would have had even lower supply for launch.  Disabling them allows them to use the chips, even if one or two CU's are defective.  And even if they did Sony would still have 4 more than them, as well as more ROPs.  The gap would still be there in favor of the PS4, only not so large.
