CoD Ghosts is easily the most popular franchise on the new consoles, so no; I'm not surprised at all.
Exclusives may be the best reason to buy a new console, but they rarely have the same commercial draw (barring something like Halo in its prime).
My brother in law asked me about getting a PS4 as a long time PS3 user and he was pretty much just interested in it with respect to CoD and he more or less represents a sizable chunk of the median gamer market.
I didn't buy Ghosts; I stopped playing CoD after the original Black Ops and the only reason I played that one is because I was gifted a copy when it came out.
I am playing Killzone Shadow Fall however and have unopened copies of Battlefield 4 and Assassin's Creed 4 on the shelf when I'm ready. But I've actually been logging the most time playing Resogun. Just as addictive as Super Stardust HD, which was my first PSN Store purchase in 2007.
