Don't forget... Cost of fuel to import, import taxes and other costs on top of it.
With that in mind, the average selling price of the Xbox One is going to be higher than $499 due to it selling at a higher price in other countries.
So I wouldn't be surprised if it was higher than $28 or even lower, just so much variation can occur when you talk about the logistics of console sales world-wide.
