I wouldn't worry too much about lack of an HD on all models if I were a software publisher. If a 360 Arcade owner really wants a particular game that requires a hard drive, it can be added. It's not like the low-end PS3s that were missing wireless but it couldn't be added, missing BC hardware that couldn't be added, etc.


The problem here is MS policy. Before a game can get the stamp of approval from MS, it has to work on all 360's. It's not up to the publisher to determine if they want to require a hard drive or not. At the moment, they have to assume no hard drive.

MS could change this policy, but currently they have not.


FRom day one MS stated that all developers were told to create games as if the HDD was there. I have never heard of them telling developers anything different. That couldn't be true if there are certain games that require the HDD.

Link to proof please?  I always understood developers had to develop as if HDD drive wasn't there (hence their griping on this topic).  HDD can be assumed for online play - i.e. Burount Paradise offline no HDD required but HDD required for online.
