I'm biased towards the Vita, cause it's such a great piece of tech. The library really does have an incredible breadth of games to play. But, if your purely an RPG fan, you might be happier with the 3DS, as there's an enormous catalog of RPG games you can play from both the DS library and the 3DS library. If you don't care for RPG's or if you play more than JUST RPG's, you'll be happier with the Vita.
