Xbox one has two major issues:
Bandwidth bottleneck, due to limited ESRAM and rasterizers
Performance deficit, which has trouble sustaining 30/60 fps

PS4 on the other hand,
- does not have any bandwidth issue
- performance is less of an issue (only 60 fps being the occasional issue)

Given that Forza 5
- looks like a decent leap over Forza 4 (both 1080p & 60 fps)
- but does not bring much of a next-gen enhancement otherwise

This is still sufficient for 1st gen, I believe, although, disappointing assuming that this comes from a first party title, supposedly pushing the hardware to its limits. But that's honestly expected. XB1 is just not as capable as PS4.

They need to give the gamers 3 options of graphic fidelity

720p @60fps (high quality settings)
1080 @60fps (medium quality settings)
1080 @30fps (high quality settings)

I wonder what the game could've looked like at 720 @60fps or 1080 @30fps. XB1 may not be as capable as PS4, but it's still a reasonably powerful console, especially when optimized by a 1st party at low level.
