PS4 was designed to start playing as soon as possible. It was a response to the horrendous instalations of the PS3. Sony pushed this with special care.
Microsoft didn´t pay atention to this feature. May be they patch it, if people realy complain, or newer games start to broke down file chuncks in a more pipelined way.
