No, it has been conifrmed by developers and insiders that PS4 can use up to 6GB for games.

Not currently they can't.
The developer kits have a couple of "modes" which will limit game development memory usage to 5.25GB max. (Normal mode is 4.5Gb)
If that's what the dev kits limit you to, you can't exceed it.
That is untill later on in the consoles life where Sony free's up more memory, the OS is still relatively raw, otherwise if they wanted everything tight before launch, then the console would have probably been delayed.

Sony's SDK documentation states that 4.5GB is the baseline amount of guaranteed memory available for games, currently. - One has to assume that will become larger as time progresses, that's not accounting for the confirmed flexible memory either, which can be added to that. - I'll take Sony's documentation as a more solid piece of information than a 3rd party who doesn't give out specifics or numbers. (Which is sad, I love numbers and specifics!)

I'm more than happy to be proven wrong on this, as that's a good thing for all pea... console gamers.
