Well this is kind of expected from MS Support to recommend that... If the update does not work from one location and if they (MS) know their servers are okay, it means that it may be the user's connection/router/whatever : So recommending to check from another location is just normal...
Not sure what the guy was expected, Microsoft to come and check his connection manually at home? Funny...
