The new Xbox uses a couple of Operating Systems.
They have an "Xbox OS" which is probably a variation/evolution of the Xbox 360 codebase and a Windows Kernel derived OS for everything else which is all controlled by virtualisation.
It's not running Windows per-sey. However, the origional Xbox and Xbox 360 was using a variation of the Windows NT kernel too.
