It all depends where they are reading the heat from. It might be that the Xbox One dissipates heat better than the PS4. More heat could be trapped inside of the PS4 or chips even.. The purpose of heat sinks are to absorb heat and dispiate it. A poor heatsink might not be able to absorb as much heat and remain relatively cooler and won't release as much heat. Leaving the actual chips hotter. They should shoot a laser thermometer at the chips to see how hot the chips actually get.
