let's back up to a windows PC. when you turn it off there is a "shutdown" and a "sleep" option. shutdown would require a "cold boot" to turn back on which apperently takes 1min 8 secs. sleep would basically be what the console makers are calling "standby" which is up and running again after only 18 secs.
ps3 and 360 do not have a standby mode, only cold boot. ..but vita does have standby. a cold boot of vita is maybe 30 seconds and to bring it out of standby is practically instantanous. in standby mode vita takes almost no power (i've left it there for days/weeks without draining the battery).
ps4 and xbone now also support this standby mode which is new to consoles but to be honest kind of a standard feature for modern electronics. still, it will be awesome,. i promise you. it's part of why i love my vita soo much because i can pause and restart a game on vita at the drop of a hat which is a great feature for when my train arrives at my stop for instance.
basically imagine your in the middle of a level on whatever game when your wife/gf/whatever demands you come clean the dishes this instant and then you get distracted by kids and go to bed or whatever your routine is. the next day when you come back you'll be a mere 18 seconds picking up where you left off exactly where you left off. not some check point near your most recent save,.. exactly whre you were. if you were jumping when you paused you'll be finishing your jump when you come back. it is fucking awesome.
