So MS "paid" to have it not on PS3 but were fine with it on the Wii? lol

The game was rebuilt for the Wii a year before Dead Rising two came out, yet got no sequel. The PS3 got the sequel and the DLC without any issues. Microsoft didn't see Nintendo as a threat. Sure they wanted to bite into their market, hence the investment in Primesense but when it came to the core gamers they didnt see them as a threat. Back then I had a 360 and didn't care much, but it's something I've come to notice recently.

The game was ported to the Wii: http://en.wikipedia.org/wiki/Dead_Rising:_Chop_Till_You_Drop
