I think the major difference is how long the drought will last. I certainly expect X-Box One and PS4 to go through a similar stretch as the Wii U (and nearly every other console at launch) did, the issue is how long of a drought it goes through.

Even though each console goes through a roughly 2 month long game drought, the PS4 and One will have lots of third party support coming in after that in the form of Watch Dogs, the Crew, Thief, the Division, Wolfenstein, KH3, FFXV, etc), along with a few first party offerings. The Wii U only had two "big" titles after its drought until the release of Pikmin 3 in August: Monster Hunter 3 Ultimate and Lego City Undercover. If the Wii U had gotten a decent portion of third party multiplat offerings from the winter and spring, then it wouldn't have had anywhere near as much flak made about it.

So, yes, all three consoles will go through a roughly 2 month drought. However, the Wii U's drought lasted long beyond 2 months, while the PS4's and One's drought won't be nearly as severe afterwards.

That said, the people who are trying to say that the PS4 and One aren't going to go through the same drought as the Wii U simply because they have better graphics are beyond silly.
