I don't know, it's just that I think it could be. 

Syphon Filter 5 was leaked like 3 years ago or so along with Infamous 2 and Socom 4. Both of those games already were released, but SF5 was then forgotten. I think there's a good chance that Sony moved the game to the PS4 just like they did with The Last Guardian. 

Of course all of this is just my guessing, I'm probably wrong.
