I hope in a few years the Playstation 4 isn't lumped in with the PC as a "lead platform".
Let the PC evolve farther ahead, don't hold back the games because of slow console hardware!
With that in mind, Frostbite doesn't really have a lead platform, it's a cross generation game engine that's incredibly scalable.
It's the games that will have a lead platform.
For example: Battlefield 4 was still very much using the PC as the lead platform, consoles had reduced resolutions and at most high settings vs the PC's Ultra.
Then again, Frostbite was essentially built and used exclusively by EA to save money, it's cheaper for EA to have all it's Studio's using the one game engine than having to license/pay for various versions of Unreal/Gamebryo/CryEngine etc'.
As for Mantle...
It's not limited to AMD's GPU's. It's also not limited to Graphics Core Next, it's an Open API, Mantle is also not on the consoles, it's similar to the consoles low-level API and the hardware is also PC hardware, which is what is going to make translating engines/games between the two platforms essentially a breeze.
