well Treyarch used IW code to work with. My guess is its just a cheap port to get the game on the console. You can't really blame activision after the poor sales.
There is no excuse for the really poor sales of ghosts. sure it has some issues, but the game also has issues on XBOX one and PS4 and people will preordering it in hundreds of thousands lol.
