It doesn't work quite like that. Clearly the dips that are made are not high enough to break a feeling that is above 35 according to the editor which is great really.
Take a look at many games this generation that had locked 30 but dropped anyway. Hell its always better to target somewhat higher just to be safe. Take a look at the recent Dead Rising 3 which drops to 20ish.
The human eye can't really tell anything higher than 60, so if you manage to stay close to it without dropping severely, left and right: It technically is ideal.
Also do keep in mind that GG had 30 planned at first but they changed it.
