How come mostly all versions of ps4 games have exclusive content?

I dont think its all moneyhatting, I know ubiosoft and sony have a deal that Sony shows off their game (AC and now WD) at E3 and gamescom + other events and Ubisoft does exclusive content, im sure theres some money going round somewhere but still
