I think this is positive for both systems. Each can steal the others ideas on new implementations for the second screen,
The fact that the vita has a processor and the gamepad doesn't gives the PS4 vita combination more scope.
The downside for the PS4 is that because the vita is not standard issue how many games will actually implement it? Maybe in Japanese games this would be more likely base on the potential PS4 / vita ratio.
Smartglass on tablets can never really offer the same experience as a dedicated gamepad or vita which has buttons and analogue sticks that can be utilized by feel to direct what's going happening on the TV.
Using a tablet to control XBMC on my TV is hard enough.
