So a retail unit that everyone will buy will be in prerelease state then. So your saying the x1 wasnt ever ready to release.

All three console manufacturers have day 1 downloads required to fully use the game systems.  What other answer are you looking for?  Everyone knows this, it is not new information.  Anyone buying the system should know this if they are buying it on launch day or I would guess any day in the consoles future.
