When shooting breaks out not everybody has the mental concentration to have a positive I.D. before shooting. With that being said, there would still be catastrophes.
US has a lot of mentally ill people that needs to be restricted gun access.
Society needs to be reset here in US, there's no policy that will stop mass paranoia and psychopathy.
