The excuse that there's too much going on screen is bs. Whether it's a 5" screen or a 50" screen, the aspect ratio is the same, and the video is being streamed from the PS4 to show exactly what's on the tv to also show what's on the Vita. How is there too much on the Vita but not on the tv? When you're playing a portable, how far is your face from the screen? What about your television? Depending on the answer, that 5" Vita screen may be a little smaller, the same size, or larger than your 50" television screen.
I'm no developer, but it shouldn't be difficult for them to program if the game is being played with remote play that a swipe in a direction on the touch screen would be the same swipe using the touch pad. If other developers can add specific features by swiping the screen, then Blizzard can do the same. You could argue that it's a PS4 game, but it could be patched into the PS4 game that this would act as this in the event of remote play.
