It wouldn't be a port though... it would have to be a title developed from the ground up for 3DS.  Seeing how Vita couldn't run a fully fledged CoD (if rumours are anything to go by); then 3DS would have no chance.

That means new engine and dev team working for at least longer than 4 months (if Declassified is anything to go by) making this new game.  More resources than just porting something across, I would imagine.

Also, look at the global sales breakdown for each of those DS Call of Duty titles you listed.  Every single one of them had stronger second-year sales than first-year sales.  That means that they were all being sold at discounted prices; so although the physical numbers were impressive, I'd imagine the publisher wouldn't be getting as much back compared to if they'd been all first year sales.

Also, there's a massive decline between titles that was still trending downwards.  Perhaps they thought that decline was going to continue and it was better to quit while there was a good opportunity (i.e. new console).
