For those that dont know, this is the Mayor of Toronto, Canada. Our countries largest City. He Recently admitted to having smoked crack after allegations that have been going on for a while, which includes a possible video of him smoking it. He denied it until the other day. He is also known as a heavy drinker and is often recorded drunk in public.
