You can't transfer game from HIS account to YOUR account. If you want to play HIS game on YOUR PS Vita, then you need to use HIS PSN account with your Vita.

Well the way to do it is, he just need to put the game on his PS3 with his account and redeem the code for the Vita and then transfer the downloaded Vita version to his Vita and you got a free version of PSA:BR. Why do I know this? Because this is what me and my brother did. lol!
Edit: As long as the Vita codes has not been redeemed. Then its a free give away. :)

Try accessing the multiplayer online before buying on Online Pass for your version. DO, may have something here and now I cannot remember, if I ever redeemed my Online Pass before trying to go online on my Vita. God! I'm getting old. lol!

If you're the one with the PlayStation All-Stars question about the Cross-Buy. They are making it way to confusing for you.
On the PS3 disc, you'll see a icon under the disc that has the titles Disc Benefits, Click it and do what ever. It will tell you a Msg then you go back to the PS3 menu. THEN on your PS Vita you can go on the PS Store and buy the game but it will actually show up as Free instead of the normal price. Buy it for free then you'll get the online pass if needed. I did this for both PS All-Stars and Ratchet and Clank FFA. Also Online Passes are ALWAYS distributed with newly purchased titles meaning if you bought the game new no matter what, whether cross-buy or not, you'll get all the online features
