Well. The CPU's in tablets will quickly surpass the next generation consoles, Jaguar to put blunty is crap. Ram will catch up soon enough, even if it is only Low-powered DDR4.
GPU's however are power hogs in comparison, so I doubt we will see them match the Radeon 7000's in the next gen twins for many years to come. (Unless Microsoft drops in an Optimus set-up in Surface one day.)

I know the CPU's are both shit in the X1 and PS4.
(Not necessary to remind me of that.)
LPDDR3 running at 800mhz will net you a bandwidth of 12.8 GB/s. I'm sorry but I don't see the ram catching up anytime soon and that especially goes for the PS4.
