I highly doubt they were already developing it for the PC neither Dead Rising 2 or Off the Record sold enough just on the PC to justify a sequel.  Also Capcom isn't know for making PC ports first.

Unless you don't want to believe the developer that said they were already developing not sure were you take that they were making for PC... they were developing without a platform defined...

About it being published by MS, Mass Effect was as well right??? Bot even so, as I said, not interested yet... but for the sake of Xboners fun I would preffer it to do well and be entertained...
