At least in the UK, you can buy a download card for many PS1 classics; PSN titles and even some 3DS titles I've noticed recently.  Hence why I brought it up.

We also get plenty of consoles bundled with digital vouchers for games; but no extra sales added for this.

Regardless, it just seems like a strange way of tracking.  Count them as a separate SKU; I'd have no problem with that.  Throwing them in as the same as a retail boxed version just seems odd to me.
