I put that down to the sheer volume of games being sold leading to differences between the two. The higher the number; the more the differences between the two I'd expect, whether there are download cards included or not.
Which then brings up the issue of VGChartz's tracking. Since they merely seem to add Media Create and Famitsu together and divide by two; that seems to indicate that we've been tracking 50% of the download cards sold.
Which leads me on further to ask why we aren't tracking download cards sold in the west if we're tracking them for games sold in Japan.
